BACKGROUND AND PROGRAMME OF THE WORKSHOP

 

BACKGROUND

During the years 1999-2001, with the support of the European Science Foundation, significant progress has been made by N-AERUS in the evaluation of the diversity and the potential of European research institutions regarding urban development policies and North-South co-operation in the urban sector. The three international workshops organised by N-AERUS on , "Innovative concepts and emerging concepts for sustainable urban management in developing countries: a European contribution", have emphasised the potential for innovative European approaches to researches on urban development in co-operation with developing countries.

One of the paradoxical lessons learnt from this collective initiative is that European research on urban issues in the developing countries is increasingly dependent on neo-liberal concepts, models and objectives defined by international finance institutions in a global context where these orientations have shown their limits, and where the gap between discourse and practice regarding key issues such as poverty alleviation, social justice, governance and sustainable urban development is steadily widening.

. Yet, despite their rich and diverse experience regarding urban development management and co-operation with developing countries, European research institutions seem unable to propose alternative models that can better serve the formulation and implementation of development policy.

Therefore, N-AERUS proposes to focus its seminar of May 15-17, 2003 on the neo-liberal consensus on urban development, placing emphasis on co-operative research from Europe and the South that offer new opportunities for other models to emerge. The seminar intends to draw the attention of European Commission institutions as well as of bilateral European co-operation, aid agencies and research institutions to the nature of and potentials of alternatives approaches to urban management issues in developing cities.

Note: Given the large number of contributions submitted to the workshop organising group, the discussants in each session will be asked to include in their presentation a synthesis of the other contributions dealing with the session's topic.

Authors will be invited to add to and comment on the synthesis presented by the discussants.
